I can get the text description for an HPO term via the /bioentity/{type}/{id} API endpoing (e.g. curl -L 'https://api.monarchinitiative.org/api/bioentity/phenotype/HP%3A0001166' -i -H 'Accept:application/json'). It would be very nice to resolve a list of HPO terms, too!
