PHPC-2414 deals with increasing
maxWireVersionto support MongoDB 8.0, PHPC-2415 deals with increasingminWireVersionto drop support for MongoDB 3.6. Both are handled by the same update to libmongoc.For PHPC-2415 we're dropping MongoDB 3.6 from the test matrix. There are no tests specific to MongoDB 3.6 to clean up.
