A couple of breaking changes

Goal is to make scaffolding a TypeScript project easier without worrying too much of what common tools should be used:

• @messageflow/build - Standalone package to help compilation much simpler. No much configuration is needed. This also uses latest and greatest Gulp 4 and Babel 7 in the compilation process.
• @messageflow/tslint-config - Yet another opinionated TSLint configuration.
