This PR updates the test data and model options in the vignettes:
PJNZ file updated to 2024 Malawi Spectrum file
District ART and ANC programme data through Q4 2023
Population data extended to 2030
MPHIA 2020-21 survey added
Vignettes updated with new default model options reflecting MPHIA 2020-21 as base survey and current projection periods
Minor version number bumped to 2.10.0
Package tests are not updated with the new files.
I'm not sure if the vignette is rendering correctly. It runs fun, but I think
make vignettedid not do the right thing.
