A Docker image for C++ CI workflows, based on Ubuntu 22.04 or 20.04

Available tags:

focal, latest: Ubuntu 20.04, with GCC 10
jammy: Ubuntu 22.04, with GCC 12

Either versions also include:

Git
Python3
Conan
CMake 3.22+ (from Kitware's APT)
Ninja
