Ceph luminous - Step 2

This release completes the installation of ceph luminous by:

• Installing the ceph-mgr service on the controllers.

When, and ONLY WHEN the ceph managers has become online you can run the following command to complete the upgrade: "ceph osd require-osd-release luminous". This command will make your ceph cluster use the new manager services.
