build,ci: add snapshot deployment infrastructure

- Change CD configuration to deploy snapshots to Sonatype staging
  with modern plugins and Github Action configuration
- Add plugins to POM to enable checks and POM flattening
- Does not yet contain a release profile also doing GPG signing
