Romanian quotation marks now correct. Bugs fixed.

@engolfarian was so kind to correct the quoation marks for Romanian. He also fixed a bug that I had fixed already, but forgot to publish. Thanks for both!

Better errors

• Made sure that error messages in Windows end with a new line.
• Now complains if you define less or more than four quotation marks.

Update

pandoc-quotes.lua no longer needs external files. It now simply works by dropping in filters.

Minor improvement

pandoc-zotxt.lua now doesn't do anything if none of lang, quot-lang, and quot-marks are set.

This works for me, but could use more extensive testing.
