Add Github Actions workflow to check project can be packaged

• uses new zeebe version, and use correct package for zeebe after upgrade
• Adds a github actions workflow to build the project and run tests
• pulls in connector-common so it can be installed (using a commit before ilp-conditions etc was removed and classes commented)

This depends on connector-common, I'll build it before running tests

Edit: my local copy was out of date, connector-commons was changed recently
