MocoCasADiSolver output_interval property does not work on Windows #638

On Windows, the generated files contain all zeros.

This is likely an issue with how we compiled our copy of Ipopt.

To debug this issue, I think it's helpful to look at the changes that I think I made to CasADi's FindIPOPT.cmake: casadi/casadi@master...stanfordnmbl:1555e79ea59cbd25d05894f2e9b351d92bacf348
