Levels of Assurance

One concept of identity management systems is the idea of "Levels of Assurance" (LOA). There are 4 in the US system, on a scale from 1-4. For our system, we could provide a comparable scale.

LOA0

Used when a service needs to know that it’s the same user returning to the service but doesn’t need to know who that user is.

LOA1

Level of Assurance 1 would correspond to someone who has simply attached information to their account that matches that of a registered voter. There is no verification that this account is controlled by that individual.

LOA2

Level of Assurance 2 signifies that this account-holder can access mail delivered to the address of the registered voter they claim to be.
