These characters can still be used in layer names, however to achieve this any non-standard characters need to be removed from the name in the Layer Control.  Then go to Layer Properties > QGIS Server > Title, and enter the actual layer name that needs to appear in Pozi.  This Title will override the text in the Layer Control.
