Port required Utils bionic patches to Android-15

Port required bionic patches from Android-14
to Android-15.
Patches include:
        - Optimize-bionic-string-functions-with-avx
        - Optimize-bionic-memory-functions-with-avx2
        - AVX2-implementation-for-memmove-api.patch

Test done: Build and boot is fine, Run the benchmarks suite.
