Remove blurb code from repo and point to python/blurb

Helps #329.

The blurb code has been moved to https://github.com/python/blurb, let's remove it from here to avoid duplication. And for a while, I also put a README in this repo's blurb/ to redirect to the new home.

FWIW in Markdown table columns don't have to be aligned. Removing extra spaces and - might make it more readable, since now it's so wide that the rows overlap.
