Closing this one, as I moved the REQUIREMENTS.txt file from the old website repo to the QGIS-Documentation repo. And I updated the docker images to get those from there. |

We used to build QGIS Documentation based on a container built from the old QGIS-website requirements.txt file. I don't know if there is a plan to keep doing that (the docs builds are currently broken in CI) but this PR reinstates the situation (requiring upgrade of
packagingandrequestslibraries). It works for docs, hopefully it passes for the website also.refs qgis/QGIS-Documentation#9177
