Following up on #89 (specifically e22f6f4), this PR adds the magic frozen string literal comment to the
bin/consolefile (since it's Ruby) and regenerates the.rubocop_todo.yml.Good news: no more
Style/FrozenStringLiteralCommentchange recommendations! 🥳
