Solutions:

Cache node and go modules, run install only once. This will reduce time taken by all jobs drastically. Code redundancy reduced.
add rc to dockerhub tag used for release.yml (internal mainnet releases)
keep single build job that uses matrix to create arm64 and amd64 builds. Code redundancy reduced.

CI is now more efficient:
