(Work in progress) Validation report data from CIF (RO-3699)

New data loading for additional validation report data. This is using the public mmcif_pdbx_vrpt.dic field names and assuming the validation cif file has been merged with the structure file.

Method to handle gathering data for existing population of rcsb_entity_instance_validation_feature and rcsb_nonpolymer_instance_validation_score, but with the public vrpt dictionary instead of the internal one that was created to handle validation XML.

To Do before approval/merging:

• Update to file header history (some old notes from my original draft before scope and requirements were clear)
• Update HISTORY and version number
• Min/Max in feature summary for polymer
• coverage based on same as PDF validation report (some commented out code there for bonds and chiral from CCD)
• Additional testing: test with full data load
• Nonpolymer data (RO-3700)
• Also need PR for changes to use cif instead of in py-rcsb_utils_repository (Do not merge until validation recalculation) Use mmCIF validation reports instead of XML py-rcsb_utils_repository#16
