An database utility for QBcore server

Tool will create 8 common tables and 1 database for QBCore.

Commands

• dbinit start database creation.
• deletedb deletes db completly.

Problems fixed

• had problems with timings where database went crazy and didnt know what to do :)

• add commands for admins only
