DLL was updated due to a small fix on 09/09/2023

News:

[NEW] CTOT Reworked:
- CDT Reworked -> Info about the field: Functions and Colors for CDM Plugin
- New Manual CTOT options (Recomended to use only in exceptional cases).
- Removed VATCAN code and added CTOT FILE URL ctot.txt in the config.xml with the format callsign,slot per line.
- Created EVCTOT field to show ctots provided by ctot.txt
- New field action "Add Event CTOT as MAN CTOT" to set the CTOT of the tfc as a Manual CTOT (For events such as CTL or CTP).
- New CTOT colors: Functions and Colors for CDM Plugin
[NEW] .cdm flow command to refresh flow measures
[NEW] Specific delays:
- .cdm customdelay LEBL/24L 1100 -> TSATs starting at 1100.
- .cdm customdelay LEBL/24L 9999 -> Removes "restriction" for airport LEBL and rwy 24L.

Fixes:

[FIX] CTOTs priorities and ECFMP always priority over CAD.
[FIX] Slots are removed despite ASRT is set.
[FIX] Do not send TSAT to remark when .cdm remark is enabled and GND STS is set.
[FIX] Master role remains active after disconnect/reconnect.
[FIX] Not saving times on pilot reconnection.
[FIX] Not calculating correctly different runway configs.

!!CDMconfig.xml has been updated in order to adapt the CTOTs from VATCAN!! -> previous ways to create manual CTOTs have been disabled (ctot.txt not needed anymore).

Fixes:

[NEW] Alternative output/display of Flow Message by text with new function.
[NEW] Send REA MSG once Ready TOBT function is used.
[NEW] TSAC checkbox item.
[NEW] VATCAN is now used as the only option to import manual CTOTs.

[FIX] .cdm delay move all tfcs to the desired by list ordered.
[FIX] Display values also to observers
[FIX] TSAT Order (P) last.
[FIX] ASRT color once sts set.
[FIX] After reloading rates order of the list is lost.
[FIX] TSAC inside +/-5 range different hour color.
[FIX] Remove coloring for CDT.
[FIX] only allow to set CDT before start-up/push back, within the CTOT window and at the earlierst at present time + EXOT.
