Thanks to @PsyK0p4T for discovering this issue with some runs of Electrocop. I've seen it dumped at two sizes, but one is an overdump. Apparently some carts are produced on maskroms bigger than needed, and we should expect empty areas to be initialized to 0s instead of 1s with NOR flash.
