Base of Scrapy Cookies

Although this release can work with Scrapy, it uses for further
development ONLY, DOES NOT mean to use in the production
environment and there is no this version on pypi for the same reason.

This release has already provided the basic structure and methods for
the future development. The next releases will be developed based on
this release to add various storage.

In this version, Travis-CI has no continuous delivery (CD), but it will
be added in the next release (v0.0.2).

This release is the base of this scrapy enhancement development. All of
code and configuration are extracted from Scrapy, with minimum modified
to fit this project.
