Changes from beta 6
- Decouple vessel failure rate from part failure rate (will mean less wild variations when adjusting the MM patches)
- Fixed repair rolls
- Plane Mode now kicks in after 2 minutes
- Plane mode checks now occur every 150 seconds
- Fixed Solar Panels "failing" when they were physically incapable of doing so.
