Initial version of the Night Owl Database - Dark theme

This is the initial version of Night Owl for Database.

1. Download the VSIX package
2. From Azure Data Studio click on the File menu
3. Point to "Install Extension from VSIX Package"
4. Open the downloaded VSIX file.
5. Click on the Gear Icon
6. Click on "Color Theme"
7. Select Night Owl Database
