Second release of d.pyLoader

This will likely be renamed to PYCordLoader to go with the transition from discord.py to pycord due to d.py being deprecated.

This release transitions to pycord and slash commands (as much as I hate them)

Any problems with this specific code (with no modifications by you), make an issue!
