TLS 1.3 post handshake authentication (PHA)

As of 29 May 2022, some websites (e.g., Twitter) that use TLS 1.3 start to require post-handshake authentication for HTTP/1.1 clients. This means that you-get will not work for Twitter if running on a Python version older than 3.7.4, as the support for TLS 1.3 PHA is enabled only in later versions ([1], [2]).

Due to this reason, you-get will drop support for Python <=3.7 in the forthcoming future.
