This PR is based on the original #37 from @neilalexander, but contains only support for Windows to allow selecting between multiple tap0901 adapters on the same system.

It also contains styling fixes based on the original PR review.

Thanks for the PR @soffokl ! Code looks good to me. However, I don't have a Windows env set up to test this. I assume you've verified it works as expected? Also, could you please also add an example in readme that uses this new API?

@songgao I have added the description to readme.
I did testing the implementation on Windows and it worked, I was able to successfully select the required device.
