Addresses part of the #154

This is just a first step: PoC with 2 functions that requires a manual build to use it + a basic test.

All subsequent work is going to be done in separate PRs (scope listed in #154 description)

A PoC that exposes single function
`enry.language_by_extension()` and a small
number of helpers to deal with string
coversion between Go<->C<->Python.
