Add scaleSettings for code refinement #196

Reduced switch-case statement by introducing scaleSettigs object.
User can choose hours3, hours6 and hours12 in addition.
Solved Default scale should be adjusted if beyond given min/max scale (was: Zoom out not working) #138 . Solution is different from suggested one. If scale is out of min-max, the min-/max-Scale extend to include given scale.
