This version contains a few fixes from after the release of v1.36.1.

Bump to 1.22.8 because of CVE on the previous version.
chore: scope test bench Don't run the init method of the bench if not in a bench test.
fix: don't start Otel when no configuration - Otel was started each time even if no endpoint configured.
