chore(v2.15.0): fix eslint configuration & address eslint complaints

Summary

• Fix ESLint configuration, so it can actually run
• Address reasonable complaints from ESLint
• Add ESLint to the e2e test action that automatically runs with every PR.

No runtime changes are introduced by this PR, this is largely centred around code hygiene.
