Official github first release

This is the first official github release, having fixed github actions for our first release and sanitised mentions of internal URLs so that the documentation is accurate and ready for the public.

This is the first release of MARTe2-python, sufficiently tested against pytests and the xMARTe GUI (soon to be released also).
