1. Action Type Field Update
Update 'Type' field to a dropdown: Mitigation, Crosscutting, Adaptation, Transparency, Other.
Flow Changes:

• 'Mitigation' and 'Crosscutting' remain consistent.
• 'Adaptation', 'Transparency', 'Other' remove GHG Gases, Achieved/Estimated Reductions, Reduction Measures, and Mitigation Timeline fields.

Report Changes:

• Report 5: Mitigation, Crosscutting.
• Reports 6-7: All types.
• Reports 8-11: Mitigation, Adaptation, Crosscutting, Other.
• Reports 12-13: Transparency.

2. KPI and Header Updates
Rename KPI section headers appropriately (e.g., "Mitigation Information" to "Programme Results").

• Change 'KPI Unit' field to a text input; no validations.
• Rename "Other Programme KPI Value" to "KPI Value".

3. Hierarchy Rules

• Actions cannot have both Programmes and Activities as children.
• Linkage requires removing existing child Activities to add Programmes.

4. Entity Type Requirement

• Entity type migration from root Action:
• Programme needs a Parent Action.
• Project needs a Parent Programme.
• Activity needs a Parent Entity.

5. Investment Needs

• Migrate and aggregate 'Estimated Investment Needed' from Support to Actions (read-only field).

6. Mitigation Timeline Calculations

• Include GWP-based formulas; specific values for SF6 (23,500) and NF3 (16,100).
• Use ktCO2e for HFCs/PFCs.

7. Recipient Entity Field Move
Relocate from Project to Activity level.

8. Activity Values Update
'Achieved' and 'Expected' fields now non-editable, auto-populated:
'Achieved' shows the latest non-zero Actual Emission Reduction.
'Expected' toggles between "With Measures" and "With Additional Measures" for latest non-zero values.
Reports reflect toggle states for 'Expected' and migrated 'Achieved' values.

9. Landing Page and Label Refinements
These updates streamline field handling, report logic, and data structure for improved user experience and system clarity.
