What kind of change does this PR introduce?
What is the current behavior?
The updater will always get the latest stable version while updating
What is the new behavior?
The updater will force updates to be patches/service releases in the same Major.Minor release channel from when the stable release was made. The latest release will be picked for main branch/dev builds.
