Feature

Enable managed pointers on wasm

What is the current behavior?

Each UI element subscribes to native pointer event on its DOM element, and pointer events are dispatched by the browser.

What is the new behavior?

We subscribe only once on pointer events at the root of the visual tree and then perform he dispatch in managed code
