meson.buildrule and installm_cli2.mod. Fix #17 .(Locally tested,
ifortandgfortranare successful under Linux, andWindows-MSYS2-gfortranis successful.)In addition, added the standard
fortran_std=f2008limit,LICENSEandM_CLI2.pc(pkgconfig) file installation.
