United States Congress Action Codes for House of Representatives

This is a list of known action codes used by the House of Representatives to document actions that take place during sessions. This data does not have official public documentation. Codes below come from introspection of all action data and are made as best guess according to the given data.

Below, the confidence rating indicates how sure we are the code is as accurate as possible. When not confident, notes on why will be given in an open issue, and more research should be done. Rows that have a ✔️ have 100% confidence of being correct, based on matching to the entire data set.

H25200 Conference Report Filed A report was filed in regards to a Senate/House conference ✔️
H35000 Previous Question Ordered Pursuant to Rule The "Previous Question" is a motion to shut down debate or to force an action. It is used to shut down debate and speed along the action process. Open Issue
H40200 Conference Report Consideration Brought Up A person has requested consideration for a conference report. Open Issue
H41400 Previous Question Ordered Without Objection The "Previous Question" is a motion to shut down debate or to force an action. It is used to shut down debate and speed along the action process. Open Issue
H41610 Vote Held Relating to Amendment Conference A vote took place, which relates to a planned conference with the Senate in regards to an amendment to the bill. This most often pertains to setting up the conference, but also is the code used for motion to instruct conferees. ✔️
H41800 The Speaker Appointed Conferees The Speaker of the House appointed confeerees to represent the House in a conference with the Senate. ✔️
H41931 Motion to Reconsider Laid On The Table: Agreed Without Objection A motion to reconsider a prior vote was laid on the table. (Open issue: it's unclear if this is an action or statement - see issue) Open Issue
H42410 Motion to Recommit With Instruction to Conference Committee A motion to recommit allows final amendments before a vote. This motion is to recommit with instruction, which means the amendment will be voted on immediately without going to committee. The alternative, motion to recommit, or "straight" recommit, sends the bill back to a committee with no plan on reconsideration. Bills may die in this situation. ✔️
H42411 Motion to Recommit With Instruction to Conference Committtee Vote Failed The motion to recommit with instruction to conference committee was put to a vote, and failed. ✔️
H42831 Motion to Reconsider Laid on Table Without Objection The option to reconsier or object to a prior vote was given to the Floor. This is often done after a vote to allow objection, or reconsideration, of a decision before finalizing the action. This is often done immediately after a vote by The Speaker. ✔️
H8A000 The Previous Question on Motion Was Ordered Without Objection The Previous Question on a motion was ordered without objection. This code is independent of the action, it pertains to the act of the previous question having been ordered without objection. ✔️
H8D000 Debate The measure is given approval for debate ✔️
