add documentation on time offset introduced by HLS transcoding (kudos to @robwalch for providing the code in issue 6649)
Why is this Pull Request needed?
This information would be very useful for users who create e.g. video timeline annotations on an original video and needs the HLS stream to be in sync with that.
Are there any points in the code the reviewer needs to double check?
