This is not OK to merge.
There's a lot of packages that may have reasoning when you're operating a system but not when you're trying to install a new system, and that's our goal here.
Stateless images take a hit on the system RAM, and adding extra packages for the sake of convenience is not wise.
Also there's packages that should not be added, like htop. That's a personal preference and not a requirement.
I think this is a reject.
