This is an application for a city that wants to register the pet owners in its jurisdiction.
We have pet owners who can have many pets, or none.
Thay can have pets.
I we delete an owner all their pets should be deleted. (If someone moves away their take their pets with them, we need none of them in the registry anymore.)
I all pets of an owner is deleted we still keep the owner in our registry.
