Steps to Recommendation 2019

This gives steps and dates and requirements to arrive at Recommendation status by the end of 2019.
- September 24 is the last date for the working group decision that a document can go to/update its CR.
- Any pending substantive changes must be addressed by end of August or first week of September at the latest
- September 17 is reasonably the last date for the WG to begin review of the final document
- September 17 review must include ''features at risk'', if any
- WG must be satisfied that all substantial issues have been resolved
- WG vote poll should run from September 17 to September 24, with final decision at September 24 meeting
- Minor editorial changes (typos, etc.) can continue until mid-November, but no substantial changes of content can be done after September 24
- Participants should raise any major concerns as soon as possible, before the start of the WG vote poll
- October 3 (actual publication of the CR) marks the obligatory 60 day exclusion period
- October 29 - implementation report is due
- Any pending changes must be addressed by October 29 at the latest, including reconsideration for https://github.com/w3c/dxwg/issues/959. Minor editorial changes (typos, etc.) can continue until November 12
- October 29 is reasonably the last date for the WG to begin review of the final document
- October 29 review must drop the ''features at risk'' that didn't make it, if any
- WG must be satisfied that all issues have been resolved
- WG vote poll should run from October 29 to November 5, with final decision at November 5 meeting
- November 7 is the last date to send the transition request to the Director
- November 19 is the publication date for the document as a Proposed Recommendation. This starts a 28 days review period for the Advisory Committee at large.
- January 7 is the last day for the advisory committee to add their comments
- January 8, assuming no comments/issues are pending, the transition request to Recommendation is submitted to the Director
- January 9 or 14 is the publication of the REC
