Packages refinement - Stage 1

Description

We have been reviewing the packages building process, and we need to adjust some things to smooth out the following steps.

Functional requirements

• The GH workflow to build packages must not build packages if there are packages for the same commit (last one) in the S3 bucket.
• The service file must preserve the previous state on upgrade. If the wazuh-indexer service was running, the upgrade script must start the service after the upgrade. Same if the service was stopped (stopped ⇾ stopped, running ⇾ running).

• wazuh-indexer 5.x packages are sent to the S3 bucket for 4.x packages #491

Update: actions/checkout performs a shallow clone by default.
