Summary

BREAKING CHANGE: decorators version defaults to 2022-03

This allows Rsbuild to align the default behavior with TypeScript >= 5.0 and esbuild >= 0.21.0.

SWC currently does not support 2023-11, when this PR (swc-project/swc#8970) is merged, we can consider use 2023-11 by default.
