This PR preps for the 1.13 release, and includes the following changes:
README.mdtoChangeLog.md, updates with 1.13 notesbuild.xml,pom.xml, andWolfSSLProvider.javaX509Certificate.getPublicKey()to use JCE classes to generatePublicKey, fixes edge test case when wolfJCE is installed alongside wolfJSSE.
