Purpose

Previously, applications in the console were created using templates stored directly in the codebase. With the Onboarding SSO Templates feature, we've enhanced the application section to support templates from the Extension Management API. This allows creation, editing, and guides to be dynamically generated using templates from the Extension Management API. This PR includes all the UI changes related to this enhancement. (NOTE: Existing application templates still use the templates within the codebase. We will need a separate effort to migrate these to the new format.)

In the UI shall we make the ribbon align with the title and add the new design.

This is how the UI currently appears in the latest IS pack from Jenkins. Since this is an existing issue and unrelated to the current context, I will submit a separate PR to address it, ensuring that the old design is hidden in IS and only the new design is displayed in cloud product.
