Introduces an enhancement to our existing OIDC Conformance Test GitHub Action workflow. It adds the ability to download the 'product-is' from a provided URL.
Now, users can specify a URL to directly download the product during manual workflow dispatch. If no URL is provided, the action will default to the existing behavior of fetching the product based on the provided git tag.
This allows us to run the conformance suite before a release with a SNAPSHOT version of the distribution.
