This commit updates the CI workflow to use Podman and Buildah for building the SDK CI Docker image. This allows the zephyr-runner v2, which is more powerful than the GitHub-hosted runners, to be used for building the Docker image. Signed-off-by: Stephanos Ioannidis <root@stephanos.io>
