Update getting started guide, release notes, and CI actions to
use Python 3.10 as minimum supported version.

As Zephyr now supports Python 3.10 and onwards, we can use
more recent versions of Sphinx, i.e 7.3.x at the time of this commit.

https://devguide.python.org/versions/, 3.8 will be EOLed in 2024-10, lets just drop it now and make 3.10 the min required and ASAP. We need this to be part of LTS.
