Use new dl-pipe utility to get resumable downloads on snapshot restore. I will set the
-hashoption when thesnapshots-request-handlercloudflare worker returns the checksums.Closes #5
CI blocked by https://github.com/zeta-chain/infrastructure/issues/1653. Update: use testnet snapshot to unblock for now.
