It's finally the 1.0 version, not because it has everything and every element has a right color, but because it fully works and if something is missing then a) it's a small thing and I would need to use it (in Blender) to notice that it does not work well with general look or b) it's impossible to change it now and it will have to wait for a better time and a new version of Blender where it will be added (yes, there are few elements that I can't change).

This is exactly the same package You would get downloading a zip version from main page, excluding some other not important files.

Unpack content to blender config/blender version folder, scripts/presets/interface_theme or install through Blender.
